Open data and external sources
We know how to find, assess and put into production public data sources: satellites, weather models and observations, river gauges, seismic catalogues, electricity system data, news. We cover the whole chain: the study of access, licences and actual latency; continuous acquisition with a complete archive of the raw data; products in documented formats; alerts with thresholds calibrated against years of historical data.
These are data for monitoring natural hazards across an area and around plants and infrastructure: the source, the licence and the time of the data stay attached to every product.
Source study and selection
Before using a source we study its access, formats, licence and actual latency, measured with real calls rather than taken from the documentation. Each source has a row in a licence register, with its status and attribution; we leave out those with incompatible conditions, for example a ban on commercial use. The most important reports go through an adversarial review, with an explicit vocabulary: verified, estimate, assumption, to be verified.
Technologies and products
- Licence register (CC BY 4.0, CC BY-SA, ODbL, IODL 2.0, CC0, Copernicus, EUMETSAT)
- Latency measurements on real calls
Continuous acquisition and raw data archive
One downloader per source, as a system service: it resumes on its own, skips what it already has, makes one request at a time with the required pauses and respects the sources’ limits. We keep all the raw data, losslessly compressed and with a sha256 hash, so every product can be recomputed. We add space; we do not stop the sources.
Technologies and products
- Python and systemd
- GDAL, cdsapi, ecCodes, h5py
- DuckDB and SQLite
- ZFS
- DEFLATE, gzip, zstd
Derived products in documented formats
From the raw data we derive nationwide fields and tables in documented and versioned formats, each with its source, licence, attribution and three timestamps: the time of the data, the time of publication at the source and the time of processing. Guards are part of the product: an empty response or one with a different shape is an error, not data.
Technologies and products
- GeoTIFF, GRIB2, HDF5
- GeoJSON and GeoParquet
- PMTiles and MBTiles
- PostgreSQL and PostGIS
- Manifests with sha256
Fires from satellite
Every 10 minutes we acquire the hotspots from the VIIRS and MODIS satellites and fire radiative power from MTG and Sentinel-3. We separate fires from industrial and volcanic heat, track the fires over time and cross-reference them with wind and land use.
Technologies and products
- NASA FIRMS
- NASA GIBS
- EUMETSAT (MTG)
- ESA WorldCover
- EFFIS
- PROPAGATOR and WindNinja (being tested)
Night-time lights and blackouts from satellite
Every night we download the VIIRS images of the whole of Italy and, as soon as they are released, the calibrated Black Marble products; we compare the light of an area with previous clear nights and from this derive events with a start, a duration and a restoration. It is a confirmation, not an alarm on its own.
Technologies and products
- VIIRS Day/Night Band
- NASA Black Marble (VJ146A1, VJ146A2)
- HDF5
- Clear-sky masks
Weather, atmosphere and sea
We continuously collect models, observations and images from official sources, always for the whole of Italy or for fixed bounding boxes, with plausibility checks that flag a suspect value without altering the measurement.
Technologies and products
- ICON-2I and ICON-2I-EPS
- ECMWF
- Radar from the Italian Civil Protection Department
- NASA GPM IMERG
- MTG lightning
- CAMS, EEA, Copernicus Marine
Rivers, floods and landslides
We combine water level measurements, discharge forecasts, flooding observed from satellite and hazard maps to tell where a river is rising, where a flood is forecast and what is exposed. We state the limits of each source next to the data.
Technologies and products
- GloFAS (Copernicus CEMS)
- Global Flood Monitoring (Sentinel-1)
- Copernicus EMS Rapid Mapping
- ISPRA flood-prone areas and PAI landslides
- STAC, GRIB2, GeoTIFF
Earthquakes and tsunamis
We follow INGV earthquakes every minute with all versions of their location, keep every ShakeMap version and immediately compute an estimate, labelled as such, of the felt area and of tsunami arrival times. The estimate gives way to the official products as soon as they are released.
Technologies and products
- FDSN and QuakeML (INGV)
- ShakeMap
- EMSC, USGS, GDACS
- EMODnet bathymetry
Public electricity system data
We collect public data on the European electricity system (cross-border flows, balancing, generation by zone and energy source, unavailability of power plants and interconnections), correcting known defects during collection, and we weight them by the population of census sections rather than by average densities.
Technologies and products
- ENTSO-E Transparency Platform
- EIC register
- ISTAT census sections
- EMODnet and OpenStreetMap
News and open sources with automated analysis
The whole chain: collection from news services and local feeds, pre-filtering, duplicate detection, classification with AI models into configurable channels, events, geolocation and an explainable criticality score, always broken down into its points. We do the geolocation in-house, without external services, and it is never more precise than the text.
Technologies and products
- Python, PostgreSQL and PostGIS
- pg_trgm
- Pydantic
- TF-IDF and Jaccard similarity
- ISTAT and GeoNames gazetteers
From measurements to alerts, with thresholds calibrated against historical data
Alerts on three levels (Advisory, Warning, Alarm) with thresholds anchored to technical references, calibrated against the archives and measured for notification load before we activate them: an operator swamped by notifications does not see what matters.
Technologies and products
- INGV seismic catalogue
- Beaufort scale and DM 449/1988 (design wind)
- ISA-18.2 and EEMUA 191
- Versioned rules with a calibration log
Base geographic data, LiDAR and buildings
We download the open base geographic datasets (LiDAR surveys, regional orthophotos, buildings with heights) in full and by region, convert them for 2D and 3D maps and measure their quality before using them.
Technologies and products
- LiDAR (DTM and DSM at 1 and 2 m)
- GeoTIFF, LAZ, ECW
- GeoParquet and DuckDB
- 3D Tiles with Draco
- EGM2008, RDN2008
